2026 WG Pay Scale: Federal Wage System Hourly Rates by Wage Area

The Federal Wage System pays blue collar federal employees an hourly rate set locally, wage area by wage area. There is no single national WG pay scale. This page carries the current rates from all 241 wage schedules across 118 wage areas, straight from the schedules the Defense Civilian Personnel Advisory Service publishes.

Every rate below is copied from the wage schedule that sets it, and each row links to the source document. The 241 schedules on this page carry 21 different effective dates, from October 5, 2025 to September 20, 2026, because each wage area is surveyed on its own cycle. Any page that gives you one national “2026 WG pay date” is wrong. Updated September 17, 2026.

What the WG pay scale is, and who sets it

The Federal Wage System (FWS) is a uniform pay-setting system that covers Federal appropriated fund and nonappropriated fund blue-collar employees who are paid by the hour. The system’s goal is to make sure that Federal trade, craft, and laboring employees within a local wage area who perform the same duties receive the same rate of pay.

U.S. Office of Personnel Management, Federal Wage System

Three pay plans share the same grid. WG is the nonsupervisory plan, WL is the leader plan and WS is the supervisory plan. Under 5 CFR 532.203, which sets the structure of every regular wage schedule, a nonsupervisory or leader schedule has 15 grades; a supervisory schedule has 19 grades, which is why the tables below run to WS-19 but stop at WG-15.

The leader payline is fixed against the nonsupervisory one: the WL step 2 rate for a grade shall be equal to 110 percent of the rate for step 2 of the corresponding grade of the nonsupervisory regular wage schedule for the area. Supervisory rates are built from the same base, and WS-19 is pegged to the third rate in effect for General Schedule grade GS-14.

Every grade has five steps, and the steps are set by statute rather than by negotiation. Under 5 U.S.C. 5343(e)(1) each grade of a regular nonsupervisory schedule has the first step at 96 percent of the prevailing rate, the second step at 100 percent of the prevailing rate, the third step at 104 percent of the prevailing rate, the fourth step at 108 percent of the prevailing rate and the fifth step at 112 percent of the prevailing rate. Step 2 is the payline: it is the rate the wage survey actually found.

Step increases are automatic for satisfactory performers, after 26 calendar weeks of service in step 1, 78 calendar weeks of service in step 2 and 104 calendar weeks of service in each of steps 3 and 4.

The rates themselves are not set by OPM. The Department of Defense (DOD) is the lead agency responsible for conducting Federal Wage System (FWS) wage surveys and issuing wage schedules. The surveys run on a local cycle: The Office of Personnel Management shall schedule full-scale wage surveys every 2 years.

DCPAS, the Defense Civilian Personnel Advisory Service, publishes the schedules at the DCPAS wage and salary index, and describes its own role this way: conducts Federal Wage Surveys (FWS) and establishes pay rates for all regular FWS wage schedules and most special FWS wage schedules.

Scope. This page covers appropriated fund schedules only, the ones that pay WG, WL and WS employees. Nonappropriated fund employees, who work for exchanges, lodging, child care and morale, welfare and recreation activities, are paid on separate NA, NL and NS schedules that DCPAS publishes in a different branch of the same site. If you are NAF, go to the NAF wage schedules instead. This page also leaves out the WD and WN production facilitating schedules, which are pegged to the regular schedule rather than surveyed separately.

Find your wage area

Your wage area is set by where you work, not where you live, and wage areas do not follow state lines. Pick a state and county to get the schedules that cover it. The lookup covers all 3,198 counties and county equivalents in the DCPAS wage area map, and it never guesses: where a county is covered by more than one schedule it lists every one of them.

Every current WG wage schedule, by wage area

One row per wage schedule. WG-1 step 1 is the lowest rate the schedule publishes and WG-15 step 5 the highest nonsupervisory rate; the PDF link opens the full grid, including the leader and supervisory rows. Rows are ordered by wage area number. Only regular schedules publish the WG, WL and WS plans: Floating Plant schedules publish XF, XG and XH, Lock and Dam schedules WY, WO and WA, and the Flood Control schedule XR, XT and XU, and it is those schedules’ own nonsupervisory rates that appear in the WG columns here.

  • Special rates names the grades a CPM 2022-02 special wage schedule covers in that area, and links to it. Where one is in force, those are the payable rates for the grades it covers. How this works.
  • §737 marks a schedule carrying the FY 2026 appropriations note. What that means.
  • * marks a schedule where at least one rate was adjusted for a state or local minimum wage, or to relieve pay compression. The per-schedule wording.
  • † marks a WG-1 step 1 rate below $15 an hour. Every one of those 69 schedules also carries a special schedule; read the special before assuming the printed rate is what is paid.

Rows that need a word of explanation. Wage area 007 publishes two schedules with the same rates at every grade but one: 007R covers Anchorage, Fairbanks and Juneau, 207R covers the rest of Alaska, and they differ only at WS-19. Five other areas publish twin schedules split by GS locality pay area, with identical rates; that is a documented consequence of the FY 2026 pay floor rather than a duplicate. Wage area 044 (Hawaii) publishes six island schedules in one document (044R, A044R, B044R, C044R, D044R, E044R): the WG and WL rates are identical on all six islands and only the supervisory WS rates differ, so all six rows link to the same PDF.

Full 2026 rate grids for 13 wage areas

Thirteen wage areas get their full grid inline: every WG, WL and WS grade at all five steps. They were chosen by rule, not by taste — the areas people search for by name, the two areas covering the most counties (Omaha, 107 counties, and Nashville, 104), and the three rate extremes (Puerto Rico publishes the lowest WG rate in the system, Detroit the highest WG-1, Alaska the highest WG-15 and WS rates). For every other area, use the PDF link in the table above.

WD and WN production facilitating levels are deliberately omitted: they are pegged to the regular schedule rather than surveyed, and printing them here would double the size of every grid for no new information.

Special rates, the $15 minimum and the crossover grade

158 of the 241 schedules on this page carry a CPM 2022-02 note, and for those areas the regular schedule is not the whole story.

Schedules carrying the CPM 2022-02 note have a corresponding special wage schedule, issued by the Defense Department with OPM approval under 5 CFR 532.251(a), which applies “in lieu of rates on the regular schedule” for the grades it covers. It exists because OPM determined that FWS rates below $15 per hour “are creating or are likely to create significant recruitment and/or retention problems” (CPM 2022-02, 21 January 2022). The special raises the lower grades and applies an intergrade differential up to a crossover grade; above that point the regular rates govern.

An appropriate intergrade differential will be applied until a grade is reached at which the new payline rate is equaled or exceeded by the corresponding payline rate determined through normal prevailing rate determination processes; rates for all grades above that point will be based on the normal prevailing rate determination processes.

OPM Compensation Policy Memorandum 2022-02, 21 January 2022

Puerto Rico is the clearest example. Schedule 151R publishes WG-1 step 1 at $11.37 an hour, the lowest published rate in the system. The special schedule that governs there pays $17.37 at the same grade and step — 52.8 percent higher — and it is higher at every grade including WG-15, so there is no crossover inside the WG range at all. Anyone reading only the regular schedule would be reading the wrong document for that job.

Where the crossover falls is a per-area fact, and it varies a lot. Across the 152 flagged schedules in the main cut:

How far up the grid the special schedule reaches
Special coversSchedules
WG-1–WG-111
WG-1–WG-214
WG-1–WG-329
WG-1–WG-45
WG-1–WG-510
WG-1–WG-63
WG-1–WG-81
WG-1–WG-91
All 15 grades78

The six Hawaii island schedules are counted separately: each has a special covering WG-1 only.

So half of the affected areas cross over at WG-9 or below: the special lifts the bottom few grades and the ordinary surveyed rates take over above that. Puerto Rico, where the special covers the whole grid, is the exception rather than the rule.

The flag cannot be worked out from the rates. Every one of the 69 schedules that publishes a WG rate below $15 an hour carries the note, and none of the unflagged schedules does — but 83 flagged schedules sit entirely above $15 and carry it anyway. The only way to know is to read the schedule, which is why the table above reads the flag off each document rather than inferring it.

One caveat we will not paper over: this page does not publish a current dollar value for the $15 floor, and it does not reprint the special rate tables. The note is printed on schedules issued in 2026, the special schedules are live documents, and each flagged row links straight to the one that governs it. Read the payable rate off that document.

FY 2026: the 1.00 percent cap and the GS parity floor

FY 2026 wage schedules are governed by two appropriations provisions pulling in opposite directions. As OPM put it, section 737(a) provides that pay increases for certain prevailing rate employees in FY 2026 may not exceed 1.00 percent. And: Section 737(b) provides that, notwithstanding section 737(a), pay adjustments for certain prevailing rate employees in FY 2026 may not be less than the January 2026 pay adjustments received by GS employees where they work.

Lead agencies work out the maximum allowed under 737(a) and the minimum required under 737(b), and then applying the higher of the rates to affected prevailing rate wage schedules. That is also the reason a handful of wage areas appear twice in the table above: as a result of section 737(b), certain prevailing rate wage areas will have more than one wage schedule in effect during FY 2026. The twin rows are official, not a data error.

The statutory chain moved twice during the year. OPM issued CPM 2025-20 on 18 December 2025, and then CPM 2026-05 on 23 February 2026: “Division E of the Consolidated Appropriations Act, 2026 (the new FY 2026 Act) supersedes the previous FY 2026 Act. The new FY 2026 Act continues the pay limitation provisions of section 737(a) and the floor pay adjustments required by section 737(b) with no changes.”

31 of the 241 schedules on this page carry the separate FY 2026 appropriations lapse note, which records that a full wage survey was not conducted for that area under 5 CFR 532 and only the pay floor provision was applied. It is a supporting detail on those schedules, not a rule that applies everywhere. Neither provision has anything to do with the $15 special rates in the section above.

Asterisked rates: state and local minimum wage

An asterisk against a rate on a DCPAS schedule means something different from the CPM 2022-02 note, and the two are easy to confuse. The asterisk points at 5 CFR 532.205, which says that “Wage schedules, including special schedules, shall not include any rates of pay less than the higher of:” the federal minimum wage, or this:

The highest State or local minimum wage rate in the local wage area which is applicable to the private industry counterparts of the single largest Federal industry/occupation in the wage area.

5 CFR 532.205(a)(2)

That is state or local minimum wage law, not the federal $15 policy. 18 of the 241 schedules on this page carry an asterisk, and DCPAS does not use one canonical wording — it names the jurisdiction that forced the adjustment, in 5 different wordings. Here is every one in force, quoted from the schedules themselves.

Asterisk footnotes in force, verbatim

4 of the 5 wordings are minimum wage adjustments naming a specific jurisdiction; the other one, on the Seattle area schedules, relieves pay compression caused by regulatory linkage between grades rather than any minimum wage. A sixth wording, naming New Jersey, appears only on a schedule that is no longer current and is not shown.

WG compared with the GS pay scale

WG and GS are separate pay systems, not two views of one. WG is hourly, blue collar and set by a local wage survey of private sector employers doing comparable work. GS is annual, white collar and set nationally with a locality percentage on top. A WG-10 and a GS-10 have nothing to do with each other.

  • Grades. WG runs 1 to 15 for nonsupervisory work and to WS-19 for supervisors; GS runs 1 to 15.
  • Steps. WG has 5 steps, fixed at 96, 100, 104, 108 and 112 percent of the surveyed rate; GS has 10.
  • Geography. WG uses local wage areas, each with its own survey and its own effective date — 118 of them appear on this page; GS uses locality pay areas with one national effective date each January.
  • Adjustment. WG moves when its area is surveyed, which is why the schedules on this page carry 21 different effective dates; GS moves once a year.

If you are looking for the annual white collar tables instead, the 2026 GS pay scale has the base and locality tables, and the GS pay calculator works out a specific grade, step and locality.

What this page leaves out, and why

DCPAS keeps superseded schedules online alongside current ones, and they are easy to publish by mistake. Two filters were applied before anything reached the table above.

42 schedules are stale — their most recent effective date is before 2025, in some cases as far back as 2008 — and they are excluded. 46 more carry a 2025 or 2026 effective date and are still obsolete, because DCPAS marks them “Archive Only” in its own index; several were abolished outright when the GS locality pay area definitions changed and folded into another area. Across everything DCPAS still serves, 88 schedules carry that marker. A date filter alone would have published 46 dead schedules on this page as current federal pay rates.

Also left out on purpose: the WD and WN production facilitating levels, which are pegged to the regular schedule; nonappropriated fund NA, NL and NS schedules, which are a different system; and the special rate tables themselves, which are linked per row rather than reprinted so that the reader always sees the current document.

Questions people ask about the WG pay scale

What is a WG pay grade?

WG is the nonsupervisory pay plan of the Federal Wage System, the hourly system that covers federal trade, craft and laboring jobs. A nonsupervisory schedule has 15 grades, WG-1 to WG-15, and the grade reflects the difficulty and responsibility of the work rather than how long you have been there. Each grade has five steps, and the same job in two different wage areas is paid at two different rates because the rates come from local wage surveys.

How much does a WG-5 make?

It depends entirely on the wage area, which is the honest answer and the reason this page exists. Across the 235 schedules that between them cover every state except Hawaii, WG-5 step 2 runs from $15.84 an hour to $30.99, with a median of $23.65. The six Hawaii island schedules pay $27.64 at WG-5 step 2. Step 2 is the payline, the rate the survey found; step 1 is 4 percent below it and step 5 is 12 percent above.

What the spread looks like at other grades, step 2 (235 schedules)
GradeLowest areaMedianHighest area
WG-1$11.83$16.94$22.76
WG-5$15.84$23.65$30.99
WG-8$18.94$29.18$36.91
WG-10$21.00$32.41$41.71
WG-15$26.22$39.90$53.76

Use the lookup above to get your own wage area, then read the exact figure off its row or its schedule PDF. These are hourly rates of basic pay, before any night differential, overtime or environmental differential.

How do I find my WG pay scale?

Three steps. Find the wage area for the county you work in, using the lookup above — not the county you live in. Open that area’s schedule and read across to your step. Then check whether the row carries a special rates entry: if it does, the special schedule sets your pay for the grades it covers, and the regular schedule only takes over above the crossover grade.

Is WG better than GS?

They are not comparable that way. WG rates track private sector pay for the same work in the same area, so a WG job in a high wage metro can out-earn a mid grade GS job locally and lose to it somewhere else. The systems also move differently: GS adjusts once a year nationally, while a WG schedule changes when its own wage area is surveyed. See the comparison above for the mechanics.

Why does my area’s schedule say special rates apply?

Because OPM approved a special wage schedule for that area under CPM 2022-02, the 21 January 2022 memorandum that set a $15 an hour minimum for federal employees. The special applies in lieu of the regular rates for the grades it covers, and it usually covers only the lowest few grades: on this page it stops at WG-3 or below for 54 of the 152 flagged schedules in the main cut. Above the crossover grade, the regular schedule is the payable one. Your row links straight to the special that governs it.

Sources and method

Every rate on this page was read from the wage schedule that sets it. DCPAS serves those schedules through a cascade — state, then schedule type, then wage area, then year — which resolves to one static PDF per schedule; each row above links to that PDF directly. The full set was downloaded on 16 September 2026, and re-downloaded and compared byte for byte on the same day: 329 of 329 documents were identical. The rate grids were then parsed a second time by independent code using a different extraction technique, and the two derivations were compared cell by cell.

Wage schedules cite the OPM compensation policy memorandum that authorized the adjustment, and different areas are running on different vintages. The schedules on this page cite CPM 2025-20 (18 December 2025) on 87; CPM 2026-05 (23 February 2026) on 148. Across every parse clean schedule DCPAS still serves, including superseded ones, 12 different vintages appear, the oldest from 2008 — which is one more reason to date stamp a wage schedule rather than call it “the 2026 rates”.

Hawaii is a special case worth naming: wage area 044 publishes six island schedules inside a single PDF. Reading that document as one schedule silently mixes Oahu WG rates with Kauai supervisory rates, so the six island grids were extracted separately and are shown as six rows.

WD and WN production facilitating levels are omitted from the grids by choice, and the special rate tables are linked rather than reprinted.
